Abstract
La questione della giustizia in ambito sanitario è un tema importante per molte ragioni. Alcune sono ovvie, altre meno. L’autore illustra qui una delle meno scontate, mettendo in evidenza come nel campo della sanità l’adozione di una particolare concezione della giustizia possa interessare in modo cruciale la conquista di una città o la sopravvivenza di un paese. La tesi viene argomentata sulla base di quanto è accaduto negli ultimi anni in Belgio, per effetto del metodo di finanziamento del sistema sanitario nazionale. La soluzione proposta viene fatta derivare da un’impostazione "rawlsiana" – non solo egualitaria in senso liberal, ma anche attenta alle esigenze della comunità – che da un lato non introduca una netta dicotomia tra solidarietà all’interno di una popolazione e solidarietà tra popolazioni distinte, ma dall’altro non incoraggi lo smantellamento dei sistemi vigenti di trasferimento interregionale.
The question of justice in the health sector is an important one for many reasons, some obvious, others less so. Here the author illustrates one of the least obvious, highlighting how, in the health field, the addition of a particular conception of justice may have crucial effects on the conquest of a city or the survival of a country. He argues the thesis on the basis of events in Belgium over the last few years, the result of the method of financing the national health system. The solution he proposes stems from a "Rawlsian" formulation – not only egalitarian in a liberal sense, but also attentive to community needs – which, on the one hand, fails to introduce a clear dichotomy between solidarity within a population and solidarity between different populations, but, on the other, does not encourage the dismantling of existing systems of interregional transfer.
