Privatization is a widespread phenomenon that is being powered by pragmatic, ideological, commercial, and populist pressures. Government activities and state-owned enterprises can be privatized by three broad strategies: divestment, delegation, and displacement, each encompassing several specific methods.
Privatization is a strategic approach to introducing competition in areas stifled by state monopolies. It is most effective in the proper policy environment. The principal barriers to privatization are identified and discussed.
