Carlo Lottieri's comment stresses the problems raised in Bouckaert's essay that are most relevant for Italy, both in a historical perspective and with reference to the current situation. He addresses the following topics in particular: the proposal of associative, polycentric liberalism; the emergence of a privatistic conception of citizenship; the overriding of the traditional contrast between state and market; a new interpretation of the reasons for European success recognising the role of Christian moral values; and finally, an interpretation of the Italian question seen in terms of a communal North versus a South dominated by the heritage of Emperor Frederick II.
