Debolezza internazionale – con una specifica debolezza dell’economia italiana in termini quantitativi e una serie di anomalie strutturali, rispetto agli altri paesi avanzati, in termini qualitativi, ad esempio nel settore istruzione-ricerca scientifica – e debolezza interna – con indizi importanti di disgregazione sociale (emersi per esempio per effetto dell’emergenza rifiuti della Campania) e con l’ampliarsi dei divari territoriali e tra fasce di reddito – caratterizzano l’Italia di questi primi anni del nuovo secolo. Il paese sarà favorito dal rinnovamento annunciato della sua politica economica? In realtà, nei paesi avanzati i maggiori benefici ottenibili dalle politiche governative sono quelli in tempi lunghi – paradossalmente, quelli che interessano meno alla politica – mentre in tempi brevi siamo di fronte a difficoltà molto maggiori.


The Italy of the early years of the new century is characterised by weakness both internationally – with a specific weakness of its economy in quantitative terms, and a series of structural anomalies with respect to other advanced countries in qualitative terms, in education and scientific research, for instance – and domestically – with strong evidence of social disruption (as a result of the refuse emergency in Campania, for example) and the widening of gaps between geographical areas and income brackets. Will the country benefit from the promised renewal of its economic policy? The fact is that, in advanced countries, the greatest benefits of government policies are reaped in the long term – paradoxically, the time-scale of least interest to politicians – whereas in the short term we are faced with much larger difficulties.
