Abstract
L’aspetto più interessante del saggio di Van Parijs è la riflessione che esso suscita in ordine agli effetti che la decentralizzazione politica produce sulle politiche assistenziali e redistributive. Pur prendendo in esame un caso specifico – il finanziamento del sistema sanitario nazionale belga –, le sue osservazioni, infatti, si prestano a valutazioni di carattere generale. È difficile dire se la soluzione proposta da Van Parijs – e che conserva notevoli caratteri redistributivi – sarà in grado di porre rimedio ai problemi generati dalla riforma "federalista" attuata in Belgio. In ogni caso, dalla sua analisi risulta chiaro che i fenomeni di decentralizzazione politica mettono a dura prova i tradizionali congegni dello Stato sociale, proprio in quanto hanno effetti liberali e antiredistributivi. E pertanto, in una prospettiva libertaria, vanno visti con favore e sostenuti.
The most interesting aspect of Van Parijs’s essay is the reflection it prompts on the effects which political decentralisation produces on welfare and redistributive policies. Though he only considers one specific case – the financing of the Belgian national health system – his observations prompt more general evaluations. It is hard to say whether the solution Van Parijs proposes – which has a number of redistributive features – will be able to solve the problems generated by the "federalist" reform implemented in Belgium. In any case, his analysis clearly reveals that phenomena of political decentralisation jeopardise the traditional mechanisms of the welfare state, precisely because their effects are liberal and anti-redistributive. In a libertarian perspective, they thus deserve to be viewed with favour and supported.
